In the summary of the evidence by the Children's Eｍployment Commissioners of 1840 (2nd Report, 1843, p.195,) the Commissioners state upon the subject as follows:---
"In all cases the persons that employ mere infants and the very youngest children are the parents themselves, who put their children to work at some process of manufacture under their own eyes, in their own houses."（『児童労働調査委員会。第５次報告書。1866年。』第163号。）
1840 年の児童労働調査委員会による証言の要約 (第 2 次報告書、1843 年、195 ページ) の中で、委員会はこの件について次のように述べている。---
「すべての場合において、ごく幼い子供たちを雇用しているのは親たち自身であって、親たちは自分たちの家で自分たちの目の前で自分たちの子供たちを何らかの製造工程で働かせている。」（ブログ主による訳。）
[1] mere infants and the very youngest children はinfant/infantsとchild/childrenを訳し分けるのが難しい。なので、「ごく幼い子供たち」とまとめて訳しています。
infant/infants は今の日本で言うと保育園や幼稚園に通うくらいの年齢層を指すらしい。
child/childrenは今の日本で言うと小学校に通うくらいの年齢層を指すらしい。
